Dash Improvement Proposal 0003 (DIP3), was locked in for activation on February 20th 2019. The lock-in set an activation block height of 1,028,160. That block height was reached on Wednesday, February 27th.
Now that lock-in has occurred, all Dash version 0.13.x masternodes will be required to issue a special transaction called a ProRegTx that will register the masternode as deterministic.
IMPORTANT: If you had not yet updated your masternode from Dash version 0.12.x to 0.13.x, you will need to follow the remote-start instructions in Step 3 of the Phase 1 support document. Once DIP3 was activated, all version 0.12.x nodes were updated to version 0.13.x.
NODE40 has already updated all version 0.13.x masternodes we host with the newly required Operator Key (BLS Public Key). This key is required to register your masternode as deterministic and you can find it on the Commissioned Nodes page at NODE40 by clicking your email address in the upper right corner and selecting Commissioned Nodes.

Registering your masternode as deterministic needs to be done before spork15 is activated on the network. The date of activation is now yet known, but estimates range from two weeks to over a month. You do not need to register your node immediately, but you will want to do so within the next few weeks.
If you were already updated to version 0.13.x, registering your masternode as deterministic prior to spork15 activation will have no effect on your position in the network payment queue. Masternodes will continue to receive payments as normal until spork15 activation. After spork15, only registered version 0.13.x nodes will receive payments from the network.
